I added a little more water before steeping so I would not lose as much volume as last time. But, I also poured a little hot water over the steeped grains after steeping. Unfortunately after adding the pumpkin and sugar the volume was too high to safely boil so I removed a little bit off the top before beginning the boil. This probably contributed to the lower original gravity. The brew store did not have U.K. W.G.V. hops so I am trying US Goldings instead. I also used a different yeast.
